/tiki-admin_content_templates.php

should include the same wiki features as other pages

*history (author | comments |etc)
* description (when and where it is to be used)

as well, when editing /tiki-admin_content_templates a
new template is created each and every time you edit an
existing template

this requires saving the tpls to a db ... the new tiki may
in fact support complete history of all tiki objects
