Fix JavaScript-based enablement of action parameters (introduced in [979]) to run without errors when tickets are assigned or closed.

Fix textarea resizing in IE/Win

* Workaround the IE bug reported in #333 in a different way, so that we can still give the content area a left margin (as on http://projects.edgewall.com/trac/), without the textarea getting shifted off to the right
* Added a widget for setting the height of the textarea when editing Wiki pages. Fixes #699.
* Dynamically enable/disable the resolution and reassign-to widgets depending on which action is checked.
* Improve styling of error messages.
* Other minor style/template improvements

Be nice to IE/Win

* Improve file display by removing space between revision info and contents.
* Show images with a background grid that will indicate transparency in images.

Fix double-closed tag on search form.

A couple more hooks for CSS-based customization

Cleaned up syntax highlighting style rules.

Minor bugfix for rendering of the advanced query form.

Fix typos that prevented JavaScript files from being displayed in the file module.
