web: Report internal errors in the current locale when reporting to a local administration Trac instance, and in English when reporting to t.e.o, t-h.o or plugin Trac instances.

Also, fixed reporting of the development version to t.e.o.

i18n: Made `N_()` a real no-op marker, and don't accept (and substitute) keyword arguments. This is consistent with the Python documentation <http://docs.python.org/library/gettext.html#id5>.
