l10n/fr: keep consistent verbal form for buttons

Follow-up to r9458, code simplification suggested by Remy Blank.

Plugin admin: the currently selected db connector becomes a required component.

To that end, replace the global list of components by the use of an optional `required` flag on the Component (if missing, equivalent to `False`).

l10n/fr: corresponding french translations (99%)

Follow-up to r9454, Genshi extraction of gettext expressions won't work when those calls are located within an i18n:msg. The obvious workaround of moving these calls outside within a py:with won't work either (#G380).

Fortunately, when using a <?python ?> PI, it works...

l10n: automatic extraction (+3 messages)

wiki: Mention the new version number when saving a wiki page. Also, avoid a trailing colon in the "Last modified" tooltip when no change comment was given.
