TracMercurial: place a redirection README at the location of the old MultiRepos variant of the plugin.

TracMercurial for 0.12: update install_requires as needed.

TracMercurial for 0.12 now has multiple repository support (or, depending how you look at it, the TracMercurial 0.12 version is now ''really'' for 0.12 ;-) ).

As its statement of purpose now says, this script is only a kind of verbose wrapper for calling the appropriate `trac-admin changeset added/modified` commands, which can be enough most of the time, as explained in ["0.12/TracRepositoryAdmin"].
