MultiRepos: Merged from 0.12dev [9101:9112/trunk].

MultiRepos: Removed a spurious `svn:merginfo` property.

MultiRepos: Follow-up to [9110], made the descriptor for the default repository description a bit more precise.

MultiRepos: Added handling of repository descriptions.

* Added a `<textarea>` to edit the description for a repository in the repository admin panel.
* Added a display of the description for the default repository.
* Render the descriptions as WikiFormatting.

MultiRepos: Modified repository aliases to behave like pure pointers:

* Links to files and changesets in aliases point to the base repository.
* URLs leading to resources in aliases redirect to the base repository.
* Show only real repositories in the timeline, not aliases.

From a programmer's point of view, this means that the name of a repository is always `repos.reponame`, and the `Resource` objects associated with the repository and related classes always represent real (non-aliased) resources, and can be used both for the rendering context and for permission checks.

Closes #7116.

Ticket: Follow-up to [9107], ensure that the comment author is never taken from a comment edit field.

Ticket: Made ticket comment editing more robust against special cases in ticket comments.

Added unit tests for ticket comment editing and all the special cases uncovered so far, plus one additional (not yet observed in the wild):

* Unnumbered ticket comments
* Ticket changes where the `comment` field is missing
* Missing ticket comment edits

Also, added a unit test for, and fixed the ticket comment edit history, which was broken for >10 edits.

Closes #9001.

WikiProcessors: add `#!table` processor for being able to specify table attributes and wrapping the other table related processors, much like we do for `#!tr`.

We also made the parsing of the recursively formatted content a bit more robust (using regexes), for both `#!table` and `#!tr`.

Follow-up to r9103, actually the ''Last Change'' link should be kept when browsing directories.
