0.12dev: Allow inheriting from multiple files in `trac.ini` by specifying a comma-separated list of files in `[inherit] file=`.

Note that this changes the behavior introduced in 0.11.5 for `config.getpath()` and `PathOption` in that they now always resolve relative paths relative to the location of the ''base'' config file (normally `$ENV/conf`), not the file containing the option.
