Follow-up to r8589, forgot to add the support for iterating directly on an !EagerCursor, without the !IterableCursor wrapper, as that is what the in-memory SQLite tests do.

Enable connection pool again on non-Windows platform, for recent SQLite and PySqlite versions.

The problem that prompted r4493 seems to be gone.

Use an ''eager'' cursor for PySqlite.

Pre-fetching all the rows seems to be a robust way to avoid the dreaded ''Database is locked'' error, which seems to be gone for good.

Thanks to Gerhard Haering who wrote the !EagerCursor class (see pysqlite🎫233).

Closes #3446.
