Hide quick search box when remote user doesn't have SEARCH_VIEW permission. Fixes #696

Basic implementation of ticket queries (related to #203). This change only implements the display of query results, the query is performed based on the query-string parameters passed to the page. I.e. there is no form for assembling the query yet. Nor are there ways to configure the display of the results, except for sorting by columns.

Reformatted timeline RSS feed. Include entire ticket description in ticket
items and reduce duplication of information. Closes #602.

If the component is modified on a 'new' ticket then the owner field is updated accordingly, closes #623.

Use project.url from trac.ini to add links to notification email. Thanks to Ken Barker for this one. Closes #634.
