Added a first stab at simple support for Textile wikisyntax, in the form of a
WikiProcessor. This is for #593.

Never allow docutils to sys.exit due to ReST syntax errors, but handle all
errors gracefully. Show ReST errors styled like other error messages. Closes #587.

Applied patch from Ian Leader for project names in RSS feeds. Thanks for the
patch! Closes #597.

Allow proper escaping of all wiki links, macros and code blocks using
'!'. Closes #616.

Hide ''ticket edit'' form if user lacks TICKET_MODIFY perms. Closes #620.

Allow editing ''reporter'' for tickets when having TICKET_ADMIN
privileges. Fixed minor bug in url scheme/port usage. Closes #553.

Fix wiki toolbar layout/placement problems for ''edit ticket'' description
field. Closes #555.

in File, if a revision lower than the oldest is given, show the oldest. If a
higher than the youngest, show youngest. This make viewing specific revisions
slightly more intuitive. Fixes #589.

Include scheme in rss links. Better handle serving from nonstandard ports,
although still naively assume 443 is always https. Closes #601.

Policy change: Reassigning tickets now automatically set the state to 'new' instead of 'assigned'.
