RSS feeds now validate properly on http://www.feedvalidator.org/ . The
'author' element in RSS 2.0 is really dumb. Possibly, we should incorporate
dc: for metatada. Closes #486.

Added a "default_charset" option to trac.ini. File.py assumes files uses this charset if it isn't specified in the svn:mime-type property. Closes #513.
