Slightly better parsing of testing schema for postgres

Sandbox rework testing: start pulling out the version control bits so other vcs's can do functional testing

Initial merge working. Removal of registration and email verification needed. Lots of other cleanup needed

Fix blame not working with svn 1.6, due to sloppy ra_root_path initialization.

Closes #8179.

Added better error message for when trac env creation fails.
This is a little hacky. When run via the unit test, it "fails" with an E and
then the error that is printed is exactly what is wanted. Though looking at
the code that is unexpected. Additionally, I try to write to the logfile,
but it's empty. I'm assuming it's because I don't close the file. But don't
know where the file should be closed. Don't want to close it too early.

* Fixed unit test for postgres when not specifying a port
* Fixed running test for sqlite, then postgres in sequence
