Branch for functional testing changes at PyCon 09

As a follow-up, now that `_history` always succeeds we don't need to do exception handling.

Note that we must still be careful when checking for a 'D'elete condition, in `next_rev`.

At least in svn 1.4.3, there's a leak in Subversion binding's `fs.node_history(root, path)` function, when `path` doesn't exist in `root`.

Fixes memory leak reported in #6588.

Moving branch back into dev mode.
