fr_FR: catalog_update, in sync with trunk

i18n: conditionally import `setup_18n` from `genshi.filters`, as this function is only present in Genshi:source:branches/experimental/advanced-i18n for now.

Trac 0.12dev therefore remains usable with Genshi 0.5.1, but the templates won't be translated.

0.12dev: `printout()` doesn't support keyword arguments for string expansion.

i18n: add infrastructure for enabling translation of plugins, using different ''translation domains''

- adapt `add_domain` to the Babel:milestone:0.9.4 API + added locking
- added `domain_functions` for creating domain-specific translation functions, to be used in plugins (one would usually create at least `_` and `add_domain`)

i18n: don't put markup in extractable strings. Use `tag_` instead.

fr_FR: fix previous automatic update, adding missing strings and removing fuzzy markers.

fr_FR: `python setup.py update_catalog -l fr_FR`

i18n: re-run extract messages to account for [7683:7698/trunk] (only line offset changes)

Update POT using `python setup.py extract_messages`, using latest stable release of Babel (0.9.4).

The Genshi html extractor from 0.5.1 and the advanced-i18n branch at  produced the same results.
