Backported Fix for #5637 (r7386) to trunk.

Cookies path attribute was not set for installations where base_path=''. This caused among other things false "invalud form_token" errors. Closes #5637.

Actually use isinstance() to compare.

Don't use the deprecated `md5` module starting with Python 2.5.

Added `md5` in the compat utilities.

Patch contributed by Remy Blank implementing a suggestion from eblot, following an initial patch from "mad"... and finally slightly modified by me (move the `hashlib` conditional import logic in `trac.util.compat`) ;-)

The milestone drop-down menu in ticket changes is now organized in 3 sections:
- Open (by due date)
- Open (no due date)
- Closed

Only the first two are shown to non-admins.
