Fix serving of static files to use a default wrapper object when the WSGI server doesn't provide a `wsgi.file_wrapper`. Thanks to Graham Dumpleton for reporting this problem.

Don't keep hold of a connection into a !CachedRepository instance.

Those objects are themselves cached for the duration of a request, so this can prevent a db connection to be returned to the pool during all this time.

In custom queries, add the possibility to group by ''reporter''.

Closes #4433.

In Milestone edit form, associate the label consistently with the checkboxes.

Don't retarget tickets for edited milestones that are not set to completed at the same time.

Closes #5941.
