0.11-stable: Make session.py more aware of concurrent requests, closes #3563.

Attempted fix for zipped Genshi egg in 0.11.

The csv reports generated by the Custom Query are also full reports by default.

Related to #7396.

For reports and custom queries, the CSV reports are not subject to paging limits.

The !CachedRepository `next_rev` method didn't compare paths on directory boundaries, which could lead to subtle but very annoying issues.

For example, it was possible to "jump" from one branch to another one when following the next/prev change links on restricted changesets, provided those branch names had a common prefix. When displaying that other changeset on the wrong path, it appeared to be empty (No files), which by itself was correct but very confusing given the way you got there.

`Query.get_href` could generate links with page=0, which is an invalid value for this parameter.

Backport r7303 from 0.11-stable.

0.11-stable: Reduce session table contention by only purging old sessions when and existing session is refreshed, and not everytime a new session is created.

Back out this change.
