Remove Genshi 0.4.x compatibility code, now that Genshi:milestone:0.5 is required (since r7191).

When using a TicketQuery macro with format=table in a ticket, the Preview legend was taking the foldable style of Query filters and columns legends (related to #7400).

When using a TicketQuery macro, the report.css style is imported and this introduced unwanted side-effects.

Now the report.css no longer sets the style for all the <h2> elements, which fixes #7400.

TicketQuery macro didn't conform to the documented default values for `max` and `order`.

Also added documentation for `desc`, which was working but undocumented.

Closes #7399.

Backported fix for #7354 (r7288) From 0.11-stable.

0.11-stable: Explicitly rollback the current db transaction when a report fail. This is required by PostgreSQL and closes #7354.

0.11-stable: Tag version as "stable" instead of "dev" since 0.11dev < 0.11 < 0.11stable according to setuptools.

0.11-stable: Backported mysql unicode fix (r7222) from trunk. Closes #4378.
