Make `to_datetime()` use passed `tzinfo` also when `t` is `None` (returning current time).

TracMercurial for 0.11: backported enhancements to display of merge changesets (r7261)

Note that it's a bit less pretty as there's no <span class='hint'> in 0.11.

TracMercurial: more user-friendly visualization of merge changesets.

More specifically, enhanced the display of the '''Parents''' revprops:
- added a ''(diff)'' link after each parent, so that all the changes relative to that parent can be shown
- added some hints explaining the specificity of a merge changeset

Ideally, only conflicting chunks or chunks not present in either of the parent should be shown in the merge changeset itself.
