0.12dev: merged [7257-7258] from 0.11-stable via svnmerge

Improve the Changeset view by not showing the "Location:" information when all the entries are the same (so far those entries were displayed as ".").

Multiple entries for the same file can happen in merge changesets, for DVCS.

Add [milestone:0.10.5] related information to the ChangeLog (related to #7379)

Minor string corrections in nb_NO translation.

Add visible numbering for ticket changes, in the ticket history.

The `comment:n` indicator is also a reminder for the comment TracLinks syntax.

More or less finished the current nb_NO translation - but needs review as I'm unsure about some of the terms I've used...

Some remaining 'About Trac' and error and traceback text, but don't think it makes sense to translate that at the moment.
