Adding pagination for reports and custom queries (from branch log:sandbox/report_pagination@...). Closes #216.

Rename trac-admin copystatic to deploy, and add support for building frontend scripts.

The way `InterWikiMap` called config.reset() from the constructor caused an environment reload everytime an interwiki link was resolved.

This in combination with missing logging handler.close() method call when reloading the environment was the reason t.e.o sometimes threw a "Too many open files" exception.

Close the logging handler correctly when reloading the configuration.
Hopefully this addresses the first part of the "Too many open files" problem.
