Milestone groups: add a `.label` entry to the configuration settings.

This makes it possible in a simple way to display non-ascii group names.

Closes #6733.

Also collapse the filter fieldset for the TicketQuery when we're getting there from a saved query. Saved queries can have a description, which usually express what the filters are used for in a concise way.

Closes #6674.

Another minor cosmetic fix for the TicketQuery: the empty fieldsets look a bit weird as they are so large. Not showing the border when the fieldset is collapsed looks better.

TicketQuery: show the usual dateinfo for the ''Created'' and ''Modified'' columns instead of the plain dates

The TicketQuery columns list wraps oddly, using float helps.

TicketQuery: add the ''Created'' and ''Modified'' entries to the list of selectable columns.

Closes #4966 (''last modified'' column) and #5326 (''days open'' column).

Backout r6014, as it's no longer needed for solving the #5022 issue: the `id` paremeter given to the `/newticket` URL will be renamed to `field_id`, like any other parameter (r6120 and r6122), and as this field doesn't exist, that parameter will get silently ignored, which is good enough.

Testing: Loosen the regression test for #5602 to allow for whitespace
differences in the html source.
