Backout r6014, as it's no longer needed for solving the #5022 issue: the `id` paremeter given to the `/newticket` URL will be renamed to `field_id`, like any other parameter (r6120 and r6122), and as this field doesn't exist, that parameter will get silently ignored, which is good enough.

Testing: Loosen the regression test for #5602 to allow for whitespace
differences in the html source.

Testing: Updated the regression test for #5022 based on trac-dev discussion.
The modified test fails for r6035, passes for r6036 (where r6014 is merged into
testing), and will pass with r6120 and r6122 merged to testing.

Fix zip downloads. Python 2.5 respects the `create_system` attribute of !ZipInfo. As a result, we need to explicitly set the `external_attr` attribute on Unix.

Closes #6851.
