Follow-up to r6012: use ''utc'' timezone when recovering date information from the db, otherwise ''localtz'' will get used.

User's timezone is taken into account when generating the iCalendar output for the TracRoadmap. Fixes #6028.

The default setup for the milestone group stat providers can accomodate any number of states by having a ''closed'' group grouping the closed tickets and another group for all the others. This fixes #5572.

In addition, it is also now quite easy to customize the groups via the trac.ini file. For example:

s/return/raise/ the NotImplementedError, in versioncontrol API. Closes #6011. Thanks to Paolo Capriotti for noticing this.

* a component is enabled or disabled
* a plugin is installed or uninstalled via the web administration interface
* the logging configuration is changed
