Simplify r5642

When redirecting, don't trust the self.scheme to select the scheme (for reasons explained in #2553 and #3208), but rather use the base_url information derived from the trac.ini. This fixes #2553 by applying pkoelle's patch. This is probably not the last word on the matter though, because of #5064.

Add some useful `id`s to form controls in the Wiki edit page. We should do the
same for all templates to assist plugins wanting to inject content.

Added an `ITemplateStreamFilter` interface, allowing plugins to manipulate the
Genshi stream prior to rendering.

This will allow plugins like Tags to add form controls without completely
overriding the `WikiModule`.

There is also a utility Genshi filter `trac.util.html.expand_markup()` which
can be used to expand embedded `Markup()` events. This is useful if you wish
to manipulate the actual Wiki content, for example.
