* Support for non-FQDN SMTP domains (related to #4372)

* New `admit_domains` option has been added to the notification settings:[[br]]
a comma-separated list of valid domains for email addresses
* Increase the notification message from 'debug' level to 'info' level, to distinguish outgoing data from debug traces
