More spam resistant default setup: all write operations are disallowed by default for anonymous. The `authenticated` pseudo-group has now the few default write permissions that anonymous used to have. Closes #4051.

Add a `[ticket] max_description_size` setting, in order to avoid having really huge ticket descriptions, as it sometimes happen. Closes #3944.

Don't let the assertion errors raised by the ticket model classes propagate as internal errors in the WebAdmin module, but transform them into normal Trac errors. Related to #4563.

Normalize the name of ticket related resources (milestones, components, versions and enums), so that they are not only stripped but they shouldn't embedded sequence of whitespace either (as this badly interacts with the <select> form elements). Closes #4058.
