Fix a few diff related template errors (see #5099)

Genshi trunk compat: setup ''title'' template variable for internal errors

Don't raise an internal error when granting an already granted permission or when adding a subject to a group when it was already part of that group. Fixes #3873.

General error handling: propagate the `title` attribute of the `TracError` exception to the error.html template.

More consistent error handling for parse_date failure. We almost always want to have an user visible error in this situation.

Fixes #4927 and #4530 as the error message itself has been improved as well.

Some more polishing on the permission admin panel, right align the labels.

Document the fact that only name of permissions can be all upper-cased in the WebAdmin panel, and enforces this as well. Fixes #4992.

More enhancements on the WebAdmin permissions panel:
- line-up fields in the fieldsets
- another follow-up to r5183, correctly bind permissions labels to their corresponding checkboxes
- other little validation fixes

Follow-up to r5183, adapt the patch to Trac's style

Apply awbacker's patch for a more compact display of the permissions on the corresponding admin panel. Closes #4873.
