WorkFlow: reduce duplicated code. The default ticket actions, etc were hard
coded twice in api.py. This did change the API for
ITicketActionController.get_ticket_actions() to take a list of permissions
instead of a request object.

Ticket preview: for now, de-activate the (diff) link following a textarea field change in the change preview, as the diff view won't work in this case and that can't be easily fixed.
