WorkFlow: ensure actions are ordered and default works well.
Also add another ITicketActionController which will handle
the case where a status is no longer/not specified in the ini.
This will briefly prevent the actions from showing until the
template gets updated appropriately by eli
(in a couple minutes).

WorkFlow: A basic sanity checker for the workflow configuration in the ini.
Permissions are not handled.

Updated the `IRequestHandler.process_request()` docstring for Genshi.

WorkFlow: Actually uses state transitions from config now;
before, the default transitions applied (though the options
were from the config).

0.10-stable: use `unicode_urlencode` for report params (fixes #4730)

Reimplemented `hdfdump` for Genshi.

WorkFlow: Fix the "in reply to" for ticket change previews.

Fix up a small issue: `plugins_dir` option was ignored.

Improve the ticket comment preview.

WorkFlow: minor change to allow arbitrary statuses, since
workflow can now override those. It might make sense to extend
the ITicketActionController interface at some point to provide
the legal states for that controller, and then require the
status of a ticket to be one of those.
