Improve the ticket comment preview.

WorkFlow: minor change to allow arbitrary statuses, since
workflow can now override those. It might make sense to extend
the ITicketActionController interface at some point to provide
the legal states for that controller, and then require the
status of a ticket to be one of those.

WorkFlow: Fixup permissions on access to description and reporter. Fixup the
Submit changes vs Create ticket button.

RenderFilter: Minor performance tweaks at the suggestion of cmlenz.

WorkFlow: Unify the new/view ticket templates.

Fixed a wrong docstring for the Genshi `post_process_request()`.

WorkFlow: fixed bug where leave was added twice to available
actions. Added periods on action choices to improve separation
when multiple controls are provided for the same action (as
can now happen).

RenderFilter: Attempt to parse out Markup elements in the stream.

WorkFlow: fixing bug with leave being provided incompletely
by the workflow controller implementation.
