Fix typo in loader

Merged the setuptools work from the sandbox (see TracDev/Proposals/Setuptools).

Another follow-up to r4812, which broke the raw attachment hrefs.

Add tag information to the system info for Subversion

Adding system information for setuptools.

In retricted changeset views, there was a local variable scope bug: `path` was used in each iteration in the `get_changes` local function, so using it inside the body of the loop was interfering... Closes #4796.

(fix typo in r4813)

The URL for the attachment list was ambiguous, so enforce a trailing slash. Fixes #4812.

Don't make use of the Genshi `Undefined` class when building the <h1> header in the ticket view.

Better Normal/Annotate navigation links in the TracBrowser.
