Add tag information to the system info for Subversion

Adding system information for setuptools.

In retricted changeset views, there was a local variable scope bug: `path` was used in each iteration in the `get_changes` local function, so using it inside the body of the loop was interfering... Closes #4796.

The URL for the attachment list was ambiguous, so enforce a trailing slash. Fixes #4812.

Don't make use of the Genshi `Undefined` class when building the <h1> header in the ticket view.

Better Normal/Annotate navigation links in the TracBrowser.

Minor change to Pygments renderer, do not assume Genshi `Attrs` class wraps attribute name in `QName` automatically.

Follow-up to r4807, `sys.maxint` is too big on 64-bit machines and can't be used to prevent #4794.
