0.10.4dev: ported r4748 to 0.10-stable (''fix for tracd on Windows, broken by r4730'')

TracTimeline: follow-up to r4647, only highlight events within the given hour, minute or second, and don't highlight anything when no ''precision'' is specified.

Clean-up URLs in TracBrowser, since the default sort order doesn't need to be propagated explicitely.

Adjust the wiki unit tests so that they run on the new formatter classes.

Move some parser related aspects of the !WikiSystem and the Formatter into a new !WikiParser component.

r4745 removed my fix of r4733, here's another attempt... Please note that this fix is ''required'' on Windows, as there the parser has no pidfile option.

Decouple the `wiki_to_*` methods from the WikiContext class, and prepare for the parser/formatter split in the Wiki engine.

Ported r4745 to 0.10-stable
