My last commit broke "view tickets".

trac.href.wiki no longer has a trailing slash.

* trac-admin command "component rename" works again, Fixes #313.
* tracd can now handle env-paths with a trailing slash. Fixes #314.
* Complain about lacking permissions as soon as possible. Fixes #315.
* Fixed the url-regexp in tracd. Fixes #316.

Added some simple unit tests.

* Convert permission actions to all upper case before inserting into the database.
* Hide modules from the toolbar when the user locks permission to access them. Closes #278.

Unified diffs generated by the changeset module now contains added and
removed files. Closes #302.

Preview interfered with page saving. Closes #300.

Whole line is clickable in report list. Highlight line on mouse-hover for
added readability. Fixes #190.

Oops.. Deleted a line by mistake.

Only display text-types with default mimeviewer. Fixes #296.
