"Quick" fix for the exception raised during concurrent sync() attempts: simply ignore the error. See #4586

Fix the milestone admin panel, w.r.t. to setting the completed date. Another attempt at fixing #4466.

Use `dateinfo` also for the changeset date information (so that it can become a link to the timeline if the Timeline module is active)

`format_datetime` also accepts `long` timestamps. See #4497.

Follow-up to r4649: in case of an error during request processing, the post_process_request arguments are all None. Deal correctly with them.

PermissionPolicy: merge changes from trunk [4610:4655/trunk]

The property renderers branch has been integrated in trunk for [milestone:0.11]dev in [4653:4655] - removing it from the sandbox.

Support for customized rendering of version control properties in the TracChangeset.
This is achieved by implementing the IPropertyDiffRenderer interface (see changeset.py).

The default diff renderer implements #3002 (i.e. shows diffs of multi-line properties using the patch renderer).
