Fix patch renderer unit test broken in [4622].

Simplify `trac.loader` a bit by:
* making use of the fact that SetupTools is now a mandatory dependency, and
* dropping support for plugins not using the `trac.plugins` entry point.
Also, load `.py` source (single-file) plugins after Python eggs (closes #4383).

Fix the `plaintext()` function (which was broken for fragments), and remove the reference to the Genshi `plaintext()` function so that it can be removed from Genshi.

Make the report templates consistent with the other templates.

Remove reference to obsolete `searchHighlight()` javascript function from ClearSilver footer template.

Use proper unicode character for ellipsis (“…”) instead of `…`.

Fix bad reference to javascript file on plugin admin screen.

Fix default action on ticket view template.

The built-in admin interface now supports plugins written against the “old” WebAdmin plugin (although such plugins may still not work due to changes elsewhere, such as the datetime stuff).

Applied patch by Ants Aasma to improve the performance of the code to populate the assign-to drop-down in `restrict_owner` mode. Closes #4245.
