self.args is now a FieldStorage instance. This allows arguments to be lists.

Log attachments.

Add revision information when viewing a File. Fixes #205.

Added support attaching multiple files with the same name. TRAC_ADMIN can
now delete attachments. This should finally close #27.

Meta permissions should also be added to the permission cache. (reported by Laurie Harper).

Fix the view as text/raw links for attachments.
