mimeview fix: pygments_renderer change to support rework in Pygments:changeset:2479 -- closes #4421

TracMercurial: a few error handling improvements
- don't give an internal when browsing an empty revision (fixes #4410)
- correctly show the oldest revision to be the nullid in this case
(viewing the nullid revision requires either the r4464 fix or having a non local timezone set)
- use !NoSuchChangeset and !NoSuchNode exceptions where needed
- bumping the revision number from 0.3 to 0.11.0.1

datetime fix: make the !LocalTimezone more robust when old dates are specified.

* add PERMISSION_GRANT and PERMISSION_REVOKE permissions for the permission
admin panel
* users with PERMISSION_GRANT are only allowed to grant permissions they have
themselves to other users

In TracQuery, fix the initial value and the tests for radio buttons used for boolean fields. Fixes #3771.

Follow-up to r4451: I forgot to merge up to r4442 when integrating the WikiContext branch... stupid, really. Fixes #4411.

Merged r4459 to 0.10-stable (fixes #4311)

use standard file-like methods to detect the attachment size since in Python 2.5 the file was a `cStringIO` object which does not have a `len` property (fixes #4311 thanks to thatch for the patch)

TracDev/SandBox cleanup: Removed old PermissionPolicy branch. The branch was quite functional but based on some old 0.10dev revision. It would be too much pain to merge that ''as is'' with 0.11dev, especially after r4143. So I think a fresh start is better. The previous implementation corresponds to this [diff:trunk@...//sandbox/security@... diff].

TracDev/SandBox cleanup: Removed WorkFlow branch. That branch was currently the exact copy of some out-of-date trunk version... So I think there's no point in keeping it around until work on it resumes, at which point it will be cheaper to do a fresh copy of the trunk.
