fix misnamed variable (fixes #4359)

Restore support for simple `log:123:head` revision log TracLinks that was broken since the introduction of arbitrary ranges. Support for `head` inside of arbitrary ranges does not work yet (Ranges.RE_STR limitation).

0.10.3dev: backing out r4352, as it was buggy (#4174)

Follow-up to r4349: the date columns need to be treated as numerical. Closes #4174.

Final touch to the ''System Information'' refactoring:
- the `env.systeminfo` is now an array instead of a hash; instead of an arbitrary order of the keys (or the meaningless alphabetical ordering), the entries are listed according to the sequence in which they were added.
- because of the above, care must be taken to store the version information only once
- on the About ''System Information'' page, adopted the same style as on the error page, for displaying the systeminfo table.
- ... and added version info for Trac itself
