0.10-stable branch: Applying CSRF-patch from #4049.

Ported [4131] to 0.10-stable (''Fix for #4063 max_diff_...'')

Improved API for checking permissions:
* instead of `perm.has_permission('FOO')` use `'FOO' in perm`
* instead of `perm.assert_permission('FOO')` use `perm.require('FOO')`
The old API still works but should be considered deprecated.

Move the CSRF filter added for #4049 into the code.

Hide edit/attach buttons on readonly wiki pages for non-admin users.

Minor improvement to the javascript code on the wiki edit form.

Python 2.3 compatibility fix. Closes #4068

Updated jQuery to 1.0.2.

Fix bad ivar in ClearSilver compatibility function.

Fixed typo in the Genshi template for the milestone view. Fixes #4060.
