SpamFilter plugin: add an admin panel to view the filtering log, again experimental, and currently only works with 0.11dev.

Experimental new version of the SpamFilter plugin that uses a karma system to rate submissions. Very much a work in progress at this point.

datetime fixes for the TracQuery module, plus fixed a typo in query.html.

setuptools branch:
* Remove all traces of the `default_dir` function
* `$prefix/plugins` is now configured using the `plugins_dir` option in `[trac]` in `trac.ini`
* Simplified the plugin loader
* Removed support for old-style wiki macros, as supporting those is hopeless, and they relied on `default_dir`.

setuptools branch: use explicit configuration file inheritance instead of a single implicit site config file. Config inheritance is configured as follows:

Redirect requests for ''/milestone'' to ''/roadmap'', instead of displaying a milestone without name. Fixes #3971.

Ported r4040 to 0.10-stable (''Fix for #3626'')

In TracChangeset ''restricted'' mode, the ''Next change'' link should show the full changeset instead of triggering an error in case the given path has been deleted or removed in that next changeset. Fixes #3626.

Blocked r4023,r4032 from being merged in 0.10-stable.

Ported [4035] and [4036] to 0.10-stable.
