WebAdmin / Genshi: don't use <xi:fallback/> for mandatory includes
This masked an issue with Genshi 0.4dev, fixed now by [genshi 349]. Users of Genshi versions 0.3 and 0.3.1 are not affected by the problem, so no need to upgrade in this case.
