Ticket attachment deletion code of [3495:3496] refactored and now also used for Wiki attachment deletion.

Follow-up to r3595: also remove the empty attachment directory after ticket removal

When deleting a ticket, also delete the files attached to that ticket. Closes #3495

The ''Change History'' section of a ticket should be printable. Closes #3514.

r3551 did not revert completely r3486: re-add initialization of `env.abs_href`. Closes #3515.
