Should fix up #3456: revert [3567] and move the `get_mimetype()` call to the Chrome module.

Make the `test_milestone_add_utf8_ok` independent of the console encoding. Closes #3459.

Simplify the `to_unicode` helper function (get rid of the `lossy` third argument). Related to #3459.

Trap early errors and try to render them using the error.cs template, if possible. Closes #3328.

In the Changelog format rendering of the TracRevisionLog, wrap the changeset messages to 70 chars (initial tab counts for 1 char here)

A few fixes for the ''View Latest Revision'' <li> classes (wiki page history and repository log). Closes #3458

Permalinks to ticket comments are now added by the !addHeadingLinks Javascript function, no longer by the page template.

Need to import `sorted` for Python 2.3 compatibility.

Improved the positioning of the ''Reply'' to ticket description button. To that end, there's now a ''Description'' title before the description itself. That title is also used to show if the description has been edited by someone, since the ticket creation.
