A few fixes for the ''View Latest Revision'' <li> classes (wiki page history and repository log). Closes #3458

Permalinks to ticket comments are now added by the !addHeadingLinks Javascript function, no longer by the page template.

Need to import `sorted` for Python 2.3 compatibility.

Improved the positioning of the ''Reply'' to ticket description button. To that end, there's now a ''Description'' title before the description itself. That title is also used to show if the description has been edited by someone, since the ticket creation.

XHTML 1.0 Validation fixes for the ticket view.

Improved ''set and save'' test for Configuration:
* remove entry sensitive to the locale.getpreferredencoding()
* test the lexical ordering of the configuration entries in the saved file

SpamFilter: document the IFilterStrategy.test() method.

SpamFilter: Attachment content needs to be converted to unicode before being tested. Closes #3339.

Fixed debug log message during load of pre-entry-point plugins.

Write ourselves the [TracIni trac.ini] file, as this gives us control over the ordering of sections and keys (lexicographical order) and the encoding (UTF-8). Closes #3425.
