Follow-up to r3329 and r3451: as there's no satisfying way to inform authors that using direct image links for embedding images is deprecated, we don't need to wait for another Trac version before removing this (mis)feature. Closes #2183.

Further improvements to the attachment timeline events:
* do the usual wiki formatting on the description
* factor out common code from Wiki and Ticket timeline event providers;
put it in `AttachmentModule.get_timeline_events` helper method.
