Refactoring of link resolvers: use `Formatter.split_link` helper method.

This opens the way to more uniform treatment of query and fragments in TracLinks.
See related #2168.

Follow-up to r3329, forgot to deprecate one kind of direct image links.

Plus some clean-ups in the `Formatter._make_..._link` methods.

Deprecate usage of direct links to image as a way to insert images in Wiki content, in favor of the Image macro. Related to #2183.

Fix up an issue introduced with [3326] and PySqlite 2.2.0: SQLite patch release number is not an integer. PySQLite > 2.2.0 does not suffer from this trouble.

PermissionPolicy: Added `PermissionSystem.expand_actions()` utility method,
useful for plugins, fixed a bug in the permission caching layer, and security
polices must now be explicitly defined in the configuration file to be used.

Avoid the {{{LIKE %s ESCAPE}}} syntax if the database is sqlite < 3.1. Closes #2960.
