Started refactoring the source to make it possible
to a few simple frontends (cgi, tracd, mod_python) that all
uses the same trac "core".

The cgi-frontend should be fully functional but because this
commit touches most files in the repository I might have messed
up somewhere.

The beginning of tracd frontend is in the repository but
isn't really usable yet.
