WorkFlow:

* Broke ticket workflow out into `ITicketWorkflow` and `ITicketManipulator`.
* `ITicketWorkflow` is purely for defining state transitions based on actions.
* `ITicketManipulator` is used for filtering ticket fields before the user sees them, and ticket validation.

WorkFlow:

* Factored out ticket field HDF generation into `fields_to_hdf()` from `NewTicketModule` and `TicketModule`.
* Using `config.getbool()` when extracting custom ticket attributes.
* Field labels and values now use WikiFormatting by default.
* Added a `plaintext` option to disable WikiFormatting for a field.

WorkFlow:

* Ensure ''leave as ...''' action is always present and first.

Document the TracRevisionLog and the arbitrary diff introduced in [milestone:0.10].

Don't forget to do a `trac-admin $TRAC_ENV wiki upgrade` in order to get the new
default wiki page.
